Is JCU doing phone calls to notify those who have been offered a second round offer before QTAC gives us the offer?

Probably, I don't think my offer was first round or i would have received a phone call a bit earlier i think.

I never got a call from JCU, it was always me bothering them about it..

Last year, phone calls were made on the 25th Jan onwards for second round offer and the applicants were also notified via QTAC. Unfortunately, we do not know if this is the same protocol for 2011.
