No. Based on historical data, if you place WSU 1 and UNSW 2, are not eligible for WSU but are eligible for UNSW, you’ll get the UNSW offer regardless of the preferencing of others.
ETA: there are some people that seem to be saying you have to have UNSW #1 to receive an offer, but this appears to be a misinterpretation. The issue for UNSW lies in having them #2 in the first round and getting a higher offer/your first preference, OR declining an offer (ie. a BMP), you won’t be considered in any subsequent rounds (ie. by switching preferences).
