Yep this is one of the exceptions. In general, unis that do interviews BEFORE ATARs are released can't guarantee you an offer because how would they - they have no idea what your ATAR is gonna look like. This includes unis such as WSU/CSU, JMP and Adelaide. At least with the first two they're pretty explicit about what ATAR you need so there's no confusion. Adelaide, on the other hand, is the biggest bait with their "minimum 90 ATAR" statement. You would be surprised by the number of people who think they have a chance with a ~90 ATAR, only to be in for a rude awakening on offers day.
Unis that give out interviews on the basis of ATAR and UCAT ensure that every applicant has a chance at a final place offer, otherwise they wouldn't have invited you in the first place.
